2025 Heather’s Place HOA Annual Meeting Minutes

Date: September 16, 2025
Location: Virtual - Conference Call
Called to Order: 6:16 PM
Adjourned: 7:30 PM

Session 1
The meeting was called to order at 6:16 p.m. by Joseph Mazzola, HOA President.
The first session began with a request for volunteers to join the HOA Board and to assist with Architectural Review Committee (ARC) requests.

Members were reminded of the paper application mailed with the meeting packet.

Volunteers may also express interest by commenting on the official HOA Facebook group page or by messaging a current board member privately.

The first session was adjourned at approximately 6:30 p.m.

Session 2
The second session was called to order at 6:31 p.m.

a. Budget Overview

The budget was sent to HOA members in the mail and was also posted on social media. A brief overview of the annual budget was presented in the meeting, highlighting larger expenses and the reasoning behind current dues.
● The current largest expense is from FPL for the street lights.
● A board member brought up using some of the budget to pay for a covering/shelter for the mailboxes.

b. Speed Tables on Red Berry Drive

The board discussed the need for speed tables on Redberry Dr, providing data to justify this as a top community safety priority. The petition is available through links and QR codes that were sent out to each home and are posted multiple times on the official HOA Facebook page.

c. Landscaping Contract

Concerns were raised about inconsistencies in landscaping services. The board presented a solution to begin a new contract with a new landscaping contractor.

d. Neighborhood Entrance Beautification

Plans for the beautification of the neighborhood entrance were presented.
● Homeowners were given an opportunity to voice objections during the meeting.
● It was noted that any future objections or concerns may be shared via the official HOA Facebook group page.

e. Open Forum / Homeowner Questions

The floor was opened for community members to share concerns and ask questions.
Clarifications were provided regarding:

● Street lights - The HOA’s current largest expense, but the general consensus is that the lights are worth the money for safety reasons. The board is working on getting an itemized billing from FPL for transparency.
● Grinder pumps - The only legal recourse for homeowners at this point is a class action against Henry Company Home for the inadequate pumps being installed during development. A community member suggested a name for a local company that will do maintenance on the pumps for a reasonable price.
● Speeding concerns - Encourage everyone to sign the speed table petition.
● Covenants, Conditions, and Restrictions (CCR) violations - Letters are being sent out to those who have incurred violations. One community member mentioned a violation sent to a neighbor with extenuating circumstances.
● ARC request process - Submit ARC request through Etheridge.

Residents were reminded that they may contact the board through the official HOA Facebook group page, website, or by private message to a board member.
