Board Meetng August 29, 2023 – 6 pm to 8 pm
Meetng Minutes
Board members present:
Terry Locke – Vice President
Doreen Ofiera – Treasurer
Albert Glinieki – Architectural
Tommy Grosby – Architectural
Actng President Terry Locke calls to order.
Albert Gliniecki seconds it.
Attendance taken by Doreen Ofiera.
1. Terry Locke repeats the last meeƟng minutes from November 5, 2022 (AƩachment #1).
2. Doreen Ofiera, treasurer, explains the current financial statements, stand 7/31/2023. A reminder
about the upcoming budget meeƟng regarding the calendar year 2024 that should take place in
October/November 2023 has been expressed.
3. Architectural board, Albert Gliniecki, addresses ongoing concerns:
A) Problem: Speeding 25 mph
Proposal: installaƟon of calming devices requires 75% votes; costs $7,500/each
B) Problem: Exposed cable on Redberry is a safety issue.
SoluƟon: Santa Rosa County is tracking it
C) Garbage cans
Pick up: Phase I pick up Monday
Phase II pick up Thursday
Garbage cans cannot be visible from the streets unless the trash is scheduled to be picked up.
(behind the fence, in the garage, or behind a barrier)
D) Yards and appearances
- no trash, recreaƟonal vehicles should be placed in the front of the yard
- cuƫng yard, removing weeds, edging yard
E) Parking sƟcker
- or cars that are parked longer than 24 hours
- process regarding warning and consequences

F) Vehicle repairs
- no vehicle repairs should be done in the drive way
G) Tenant occupied homes
- landlord is responsible to uphold the CCRs
4. Q&A with homeowners
A) How do we know that 75% will of the people that sign will use the calming devices?
 Survey will be conducted in Phase I, II, and III.
Enhanced speeding procedures
 call phone number 850-981-2250 to request more Sheriff’s Departments present. Lasts for 2 weeks.
B) Comment about street parking
 approach peoples’ homes with courtesy and rather send noƟces
C) Car sƟckers damaging vehicles
 sheriff confirmed placed on the windshield should not damage the car
 sƟckers are made for the warning purpose and provided by Etheridge Property Management
company
D) Stop signs
 Santa Rosa County needs to decide that
 damaged signs will be repaired
E) Entrances into the neighborhood
 no other entrances are planned
F) Trucks coming from the construcƟon side
 reminder to contractor to follow the speed limits
G) HOA pays for street lights
 comes with the ownership and cannot be removed
H) River Birch Road
 new road will not be fixed before construcƟon in Heather’s Place is completed
I) Short-term rental
 sign was removed
 interpretaƟon and future concerns will have to be addressed to the HOA
J) Pride in ownership
 enforce rules: lawn care, maintaining property
 needs to be addressed to Etheridge Property Managements
 homeowners will receive a leƩer about the condiƟons with a 30-days grace period
 if homeowner will not comply, fines will be issued and can be put as a lien against the property
K) New fire house
 in the process of budgeƟng
L) Adopt the pond
 Al Gliniecki is available for more informaƟon
M) School busses
 school district needs to relocate bus stop away from the mailboxes
 children play “Doge Car” while waiƟng for the bus
5. New Subjects
A) Property next to the mailboxes
 small park/playground
 requires addiƟonal funds and planning
 possible donaƟons for playground
B) Grinder pumps
 Gulf Breeze Sewer AssociaƟon
 homeowners need to have larger grinder pumps
 sewer requires 120 PSI but installed is 105 PSI
 Cindy Lus researched and provided informaƟon (AƩachment #2)
6. Board elecƟon
Candidates:
Joseph Mazzola voted by the majority through open vote - President
Jimmy McKee voted by the majority through open votes – Vice President
Taylor Lewis voted by the majority through open votes - Secretary
David Whiƞord voted by the majority through open votes – Treasurer
Albert Gliniecki voted by the majority through open votes - Architectural
